The post-construction cleaning checklist contractors actually use
Post-construction cleaning is three separate jobs, not one. General contractors who scope it as a single line item almost always end up paying for it twice. Here is the phase structure we run on commercial builds across Wisconsin, and what belongs in each phase.

Phase 1 — Rough clean
Runs after drywall and mechanical rough-in, before finishes. The goal is debris removal and dust knockdown so trades can work in a clean envelope.
- Remove construction debris, scrap and packaging from all areas
- Sweep and shop-vac all floors, stairwells and mechanical rooms
- Broom-clean concrete and remove drywall mud spatter
- Clear window frames and sills of debris
- Wipe down elevator interiors and lobbies if in use
Phase 2 — Final clean
Runs after all trades are out and finishes are complete. This is the phase that determines whether the walkthrough goes smoothly, and it is the phase most commonly under-scoped.
- Remove all stickers, labels and protective film from fixtures, glass and appliances
- Detail-clean all glass inside and out including tracks and frames
- Damp-wipe all horizontal surfaces, casework interiors and shelving
- High dust — ductwork, sprinkler heads, light fixtures, exposed structure
- Clean and polish all plumbing and restroom fixtures
- Vacuum and extract carpet; mop, scrub or burnish hard floors
- Clean HVAC diffusers and return grilles
- Wipe down all door hardware, switch plates and outlet covers
Phase 3 — Touch-up clean
Runs the day before or the morning of owner walkthrough, after punch list work is complete. Punch work generates new dust and fingerprints; this phase is what makes the building look brand new on handoff day.
- Re-clean all glass and mirrors
- Detail restrooms and break areas
- Spot-vacuum and remove any punch-list debris
- Final floor pass and entry mat placement
Timing, staffing and who pays
Budget roughly 0.10–0.25 hours of labor per square foot across all three phases for a typical commercial interior build, more for medical, lab or high-finish spaces. Final clean alone is usually 60% of the total.
Post-construction cleaning is normally a GC line item, not an owner cost, unless the owner contracts it directly. Either way, get it on the schedule before substantial completion — crews that get called in with 24 hours notice cost more and deliver less.

A 10,000 sq ft commercial interior typically takes a crew of four two to three days across all three phases, with final clean accounting for most of that time.
What's the difference between rough clean and final clean?
Rough clean is debris and dust removal before finishes go in. Final clean is detail work after all trades are out — sticker removal, glass, high dust, fixtures and floors.
