Commercial snow removal contracts in Wisconsin: which structure saves you money

The four contract structures

There is no universally best structure — there's the one that matches your risk tolerance and your budgeting cycle.

• Per-push — you pay each time the trigger depth is met. Lowest cost in a light winter, highest variance.
• Seasonal (fixed) — one flat price for the season. Predictable budgeting; the contractor carries the weather risk and prices it in.
• Per-inch tiered — priced in bands (2–4", 4–8", 8"+). Fair middle ground and the most common structure on commercial retail.
• Time and materials — hourly equipment and labor plus salt at cost. Best for large industrial sites with unpredictable scope.

Trigger depths and salting

Trigger depth is the accumulation that starts a plow event. Two inches is standard for commercial lots; one inch is common for medical, senior living and high-traffic retail where slip liability is highest.

Salting is almost always priced separately from plowing, either per application or per ton applied. Get the application rate in writing — a lot that needs 400 lbs per acre and gets 200 is a claim waiting to happen.

Liability language you should insist on

Slip-and-fall claims are the real financial exposure in winter, not the plow invoice. Your contract should require documented service logs with timestamps, and the contractor should carry snow-specific liability coverage.

• Timestamped service logs for every plow and salt event
• Site map with designated pile locations and no-pile zones
• Named response window from storm end (typically 2–6 hours)
• Sidewalk, entryway and ADA access scope explicitly included
• Certificate of insurance with snow operations covered

Northern Wisconsin runs differently

Properties in Marathon, Lincoln, Oneida and Vilas counties see materially more snow than Milwaukee and often need pile relocation and hauling built into the contract by mid-winter. Seasonal contracts up north should specify how many haul-offs are included.
